The moisture content of terrain or forest, which is highly related to the permittivity, is a key parameter to understand global water cycle. This study is focused on retrieving permittivity from radar backscattering measurements. The basic concept of the proposal is to utilize Brewster's angle effect of double-bounce backscattering. If the Brewster's angle is known, it is possible to estimate the permittivity of medium directly. In order to demonstrate the Brewster's angle effects on the backscattering of forested area, the authors have carried out a simple laboratory experiment and the results are shown in this paper.
