N2 - The objective of this research is to develop an information processing procedure that is capable of inte-grating various data sources for the purpose of building a centralized victims’ database that can be utilized throughout the city to support various relief activities. In most cities stricken by disaster, availability of data resources is limited in both quantity and quality. How-ever, it is vital to build an accurate Victims’ Database promptly in order to provide satisfactory services to disaster victims. Therefore, this paper proposes Ge-oWrap, a new methodology in information process-ing, that can maximize available datasets of differ-ing accuracy while building accurate databases. Ge-oWrap effectiveness is examined by developing the victim database for Kashiwazaki City in Japan.
