Abstract

Abstract
The rise of animal welfare (AW) can be confirmed as a global trend on the fur. In the wake of historical trends, the dominance of "Eco-fur," "Fur-free," "Cruelty-free," and "Animal Free" is also prominent in the international apparel brand in Europe and the United States.
This animal welfare shall be considered from the viewpoint of animal welfare of industrial animals (livestock animals). In the Act on Welfare and Management of Animals (Dōbutsu-aigokanri-hō), it can be confirmed that the viewpoint of animal welfare is introduced little by little. Furthermore, the situation surrounding the fur industry in Japan has come to be subject to criticism due to the overwhelming of animal welfare. In light of such criticism, Japan's fur industry is making efforts to advance animal welfare.
In addition, it was examined from the viewpoint of animal welfare for the wild animal.
Internationally, there are regulations such as Animal Body Gripping Trap/ Foothold Trap (Kukuri-wana) in each State Party under the International Humanitarian Capture Aircraft Standards Agreement (AIHTS: Japan has not yet been concluded) and regulations of Trapping (Wana ryo) under the Bern Convention in Europe. Within the Act on the Protection and Management of Wildlife, and the Optimization of Hunting (Chōjyū-hogokanri-hō), regulations have been gradually introduced for wildlife on "fear and painful hunting methods" from the viewpoint of animal welfare.
On the other hand, in Japan, it is necessary to efficiently carry out management capturing for the management (Kanri) of wildlife which has increased too much. For this reason, some municipalities have relaxed regulations on diameters such as Animal Body Gripping Trap/ Foothold Trap (Kukuri-wana). Does this de-regulation, then, be criticized from the viewpoint of animal welfare, or will it be internationally criticized?
In this regard, the author considers animal welfare to be an important norm. Taking this into account socially, culturally, historically, and legally, in light of this, it is necessary to carefully examine what protection legal interests are assumed as animal welfare in Japan as well as what protection legal interests conflict with them.
