第2段階の「人の仮説」分野では、市町村等を単位とした狩猟者組織・猟友会が、鳥獣管理を担う具体像を検討する。「場の仮説」分野では、第1段階における鳥獣保護区や猟区のあり方等の考察を経たうえで、「鳥獣保全管理区」といった地理的管理スキームの構築を検討する
